Romulus was a fighter, on the run from a king who wanted him dead, who had blood on his hands. Numa was a wise king who established the Roman laws and customs, particularly Roman worship.
David had blood on his hands, and Solomon his son built the temple.

Moses:Israel::Numa:Rome
Numa reportedly traveled in the East (as a student of Pythagoras) before returning to become Rome’s first lawgiver.
Moses also traveled East and lived with Jethro for 40 years; we know that Jethro was a wise man with solid insight into politics. He then returned to the Israelites, led them out of Egypt, and delivered the Law to them.
